Mission & Vision

MISSION : Equitable access to quality higher education in Graduate, Post-Graduate and doctoral studies. Research and scholarship are integral to the education process. Service to society and the nation is the university’s obligation and to share the benefits of its knowledge for the public good is its foundational ethic.

VISION : Accessible quality higher education is the cornerstone of inclusive growth that the XIIth Plan aspires to promote. Bihar has to grapple with the reality of the enormous task of providing higher education in socially equitable and globally competitive manner. Corrective measures are needed for the Schedule Castes, the Schedule Tribes and other Backwards classes, women and minorities. Patna University will strive to implement such measures.

The Vision for the Patna University is to transform the University into a modern 21st Century institution and a national centre of excellence. This will be achieved by developing physical and ICT infrastructure and human resources. The University will be a student-centric centre of learning, and therefore, modernization of teaching and pedagogy (skill based learning) will be our main objective. The Patna University will also seek to provide a conducive environment where top quality research will be pursued. Patna University is conscious of its commitment to provide assistance to weaker sections of the society, to achieve acceptable levels of literacy, and to impart skills to the underprivileged. The University will move ahead during the XIIth Plan period by giving equal importance to all disciplines. It hopes to give a renewed thrust to areas like Information and Communication Technologies (ICT), Agriculture and Agricultural Informatics, Biotechnology and Bio-Informatics, Management Studies, Rural Development, Disaster Prevention and Management, Environmental Science, Journalism and Mass Communication etc. The University will start new faculties, departments, centers and start new Post-Graduate Courses and initiate research in some of these thrust areas. The University will also focus on socially relevant subjects and will adhere to social commitment in order to effect purposeful social transformations.

The University will start “Study of Bihar” program where students will be able to study about Bihar’s culture, art, literature and religions. It is hoped that such courses will attract students from around the world, who will come to our University to study Humanities and Social Sciences.

Patna University intends to exploit its strength to transform itself into a Centre of Excellence. The University will provide opportunities to scholars, teachers and researchers to excel in their own disciplines. It will organize national and international conferences, workshops and seminars and will establish partnership with local institutions of Bihar as well as other Indian and foreign Universities. The University will develop interactions with public and private sectors to enhance research, teaching and technology transfer. The University will formalize such interactions through MoU’s and it will actively pursue the adoption of academic reforms such as choice based credit system under semester system of imparting education. This will facilitate credit transfer of students between universities.

The University will establish e-resources, Web-based distance education and make available the resources to the public at large. E-Governance and paperless administration, already implemented in university will be further strengthened in the XIIth Plan. The university values human resources. The recruitment process will be continued with greater emphasis on academic excellence as it has been done in the Faculty of Arts & Craft. Performance with accountability, peer and student evaluation to review work of teachers will be introduced during XIIth Plan.

The University will provide additional care to the differently abled and women. Measures to curb sexual harassment will be undertaken. The University will attempt to empower these vulnerable sections of the University community. The University will have its own FM radio to serve the University campus community.

The university will construct examination halls, auditorium, and more classrooms, labs and conference halls during the XIIth Plan Period. It will create state-of-the-art Video-Conferencing halls. The University will modernize the Central Library and make it fully computerized. The University intends to provide more hostels for boys and girls and accommodations for class III and IV employees in the Saidpur area. The University intends to develop the Saidpur campus. Construction and development of parks, playgrounds and buildings of new Faculties including Directorate of Distance Education will take place during the plan period.

The University teachers are finding it difficult to locate reasonable accommodation given the rapid emergence of Patna as the most happening city of India. The University therefore intends to build new residences plus transit apartments for new faculty. Similarly, the University intends to build housing quarters for our non-teaching employees. Yoga and Sports will be accorded due prominence and with the credit system in place these activities can also be integrated into the academic programme of the University. A clean and affordable canteen, University hostel messes and Guest houses will be set up to maximize the advantages of good catering to the University Community.

The existing roads and buildings will be repaired and new roads and buildings will come up in the plan period. The University will evolve a suitable waste management and water harvesting system, besides encouraging the use of non conventional energy sources for the University’s domestic need. All new constructions would be environment friendly including provisions for solar lighting which will reaffirm the University’s vision to live in harmony with nature.
