I have started working as the Vice Chancellor of Patna University, Patna from the forenoon of May 2, 2017. I am overwhelmed and my emotion has surfaced in writing this message for those who love Patna University and are emotionally bound to the culture of Patna University.

Dear Friends, Patna University is the 7th oldest University of India. It was once known as the ‘Oxford of the East’. It was established on Oct. 1, 1917 and we are celebrating this year as a Centenary Year (1917 – 2017). I am among a few privileged and lucky fellows of the University who keep more than 50 years (out of 100 years) active association with this great University, I entered the great campus to take admission in Pre-Arts in Patna College in June 1967 and since then I became an integral part of this great university in the varying capacities, namely, as a student, teacher, parent, researcher, research supervisor and education administrator. The University has given me motherly blessings and I have come here only to serve the mother as an obedient son. I am aware of the fact that the responsibility has now come on my shoulder to restore the glory and repute of the University. Once the students and teachers of the University were globally recognized simply stating that he/she belongs to Patna University. Now there has been changes in the situation, I am honest in stating that the present health of the University is not in good order. Stakeholders have some amount of distress and dissatisfaction. But everything is not lost. I as the head of the family, humbly swear in and assure you all that the University has started working effectively and I shall not take rest till the glory of Patna University is not only restored but this is felt by all stake holders.

However, my vision to work for the revival of the glory of the University needs your whole hearted support and co-operation. I am sure all stakeholders including Govt. of Bihar has to realize the facts and preventing ground realities of the campus. We all are equally concerned to the issues and challenges. We also need to address the issues and challenges collectively. I invite your critical suggestions on my performance, so that I may be able to take corrective measures wherever needed. I assure everybody that their expectations will not be ignored rather meaningfully addressed. My success will be your success and failures will come on my shoulders. Let us come forward to work together for this great University.

Equitable access to quality higher education in Graduate, Post-Graduate and doctoral studies. Research and scholarship are integral to the education process. Service to society and the nation is the university’s obligation and to share the benefits of its knowledge for the public good is its foundational ethic.


Accessible quality higher education is the cornerstone of inclusive growth that the XIIth Plan aspires to promote. Bihar has to grapple with the reality of the enormous task of providing higher education in socially equitable and globally competitive manner. Corrective measures are needed for the Schedule Castes, the Schedule Tribes and other Backwards classes, women and minorities. Patna University will strive to implement such measures.The Vision for the Patna University is to transform the University into a modern 21st Century institution and a national centre of excellence. This will be achieved by developing physical and ICT infrastructure and human resources. The University will be a student-centric centre of learning, and therefore, modernization of teaching and pedagogy (skill based learning) will be our main objective. The Patna University will also seek to provide a conducive environment where top quality research will be pursued. Patna University is conscious of its commitment to provide assistance to weaker sections of the society, to achieve acceptable levels of literacy, and to impart skills to the underprivileged. The University will move ahead during the XIIth Plan period by giving equal importance to all disciplines. It hopes to give a renewed thrust to areas like Information and Communication Technologies (ICT), Agriculture and Agricultural Informatics, Biotechnology and Bio-Informatics, Management Studies, Rural Development, Disaster Prevention and Management, Environmental Science, Journalism and Mass Communication etc. The University will start new faculties, departments, centers and start new Post-Graduate Courses and initiate research in some of these thrust areas. The University will also focus on socially relevant subjects and will adhere to social commitment in order to effect purposeful social transformations.The University will start “Study of Bihar” program where students will be able to study about Bihar’s culture, art, literature and religions. It is hoped that such courses will attract students from around the world, who will come to our University to study Humanities and Social Sciences.The University will start “Study of Bihar” program where students will be able to study about Bihar’s culture, art, literature and religions.
