The Patna Law College established in July 1909 as Government Law College and affiliated to Calcutta University, was transferred to the Patna University after its creation in the year 1917 under the provision of Patna University Act 1917, presently is a constituent unit of the Patna University.

CONTRIBUTION OF THE COLLEGE

The Premier Law College is the mother of all Law College/Law Departments in the States of Bihar and Jharkhand and is one of the oldest Law Colleges of the Country.

This institution of higher learning has the proud privilege of producing two Chief Justices of India besides number of Judges of the Apex Court and many High Courts, eminent legal luminaries, academicians and other high dignitaries adorning very coverted chairs in various walks of life. Indeed, uninterrupted and useful service for ninety five years by this institution is mater of pride and satisfaction for the teachers, students and employees of its State and the State of Jharkhand in general.

STEPS TAKEN TO IMPROVE

An institution of learning is basically known by its faculty members and also by facilitating the teachings of latest socially relevant and career oriented subjects as per norms of Bar Council of India and the University Grants Commission. The proposal of the college to start teaching in Criminology, penology, Law and medicine, intellectual Property Law, Women and law relating to Child, etc. as optional papers in LL.B curriculum have been accepted by the academic council and the syndicate of the Patna University. Similarly, the delayed academic session has also been corrected by the Academic Council and syndicate. However, the present arrangements to cope up the delayed session may not bring fruits for a long time, if the teacher would not be appointed on permanent basis by the Commission. Recently the proposal of the College to conduct National Seminar on the topic:- ``Impact of WTO Rules (TRIPS Agreement) on IPR in India'' have been accepted by the Ministry of Human Resource Development and a sum of Rupees one Lac (Rs. 100000) has also been sanctioned for the purpose. Another important achievement of the College is that recently a Net Work Resource Centre has been established in the college with the financial help of UGC, New Delhi. The College has organized very successfully the All India Moot Court Competition in its campus and got words and letters of appreciation for organizing this prestigious competition from the sponsor i.e. the Bar Council of India Trust as well as from the participants of different prestigious Universities of India. Moving ahead to get its earlier reputation, the College has given a proposal in form of a Concept Paper to the Education Department of Bihar to improve the status of legal education. It is an innovative idea considering the changing legal scenario as well as the psychology of students coming in this field. But the college is unable to use the central resource fully in absence of one skilled computer operator. Therefore a post of computer operator in urgently needed. For further improvement, the proposals which are under consideration are, conducts of entrance test for incoming students, Semester system of examination, revision of existing curriculum etc. Well qualified teachers are providing the qualitative teaching to the students but the teachers are appointed only for a period of six months at a time. This system of appointment automatically creates a gap, sometimes a wider gap also. Though even during these periods the teachers are kind enough and in the wider interest of the students, continue classes without salary, the University must consider the lacuna and redress the same at the earlies and serious efforts should be made for the permanent appointment of the teachers on vacant sanctioned posts. To improve the academic environment of the college and the overall improvement of the students they are grouped in the name of eminent legal philosopher and seminars on current topics of law are organized at least twice in a month in which students participate representing their group. The seminars have been organized in the college on the following topics in recent past and large number of students, teachers and other resource persons have participated therein.

The College has become the corporate member of Indian Law Institute, New Delhi.

FIVE YEARS COURSE

The most important need of the hour is that being a premier institution of Law, the Patna Law College should take lead to start five Years law course. In today's context many venues are open for the students of law in the corporate world and several Multinational Companies are even attracted to select law graduates through campus interview from premier institution of law imparting five years law courses. However to start five year courses, besides 28 law papers, a number of pre law subject are to be taught. For that 10 additional lecture halls and other infrastructure facilities would be needed. The University must take up this issue very seriously and take up the issue of making permanent appointment of both full time and part time teachers on permanent basis in place of appointment for six months, which have adverse impact on teaching. The permanent appointment of teachers on the existing vacant post in the College should be given priority. The Bar Council of India is keeping a close watch on the strength of teachers in Patna Law College. There must be at least 13 full and 14 part time teachers in the College through out the year as these are sanctioned posts. The college has sent several letters to the University in this regard and the University must take them seriously.
